Analysis by Professor Charles-Philippe David, Canadian professor of strategic studies, his point of view on the future of Africa gives hope to Pan-Africanists that we are.
“I have been teaching strategy for over 25 years now. In my career, I have dealt with dozens of officers and
senior African officials. I am obliged to confess that the misfortune of Africa, and of several prosperous nations in the world, comes from its encounter with the West.
Africa was in full construction in the 15th century, with cities that had nothing to envy of Western cities. There were great military men and great strategists. But all this has been knowingly erased from the memory of Africans.
But today, at an extraordinary pace, Africa is rebuilding itself. The problem is that people don’t know it. For example, the African population, which had fallen below 100 million inhabitants around the second half of the 19th century, is on the way to becoming the strongest in the world. Other peoples having suffered less than the Africans have completely disappeared.
I will explain to you
why Africa scares the world. As I speak, the world faces three main challenges: energy,
strategic defense and globalization.
Africa is at the crossroads of all this!
Let’s start with energy:
All of the world’s rarest strategic energy resources are in Africa. Even if our western countries have vulgarly used themselves, no one can speak of an extinction of reserves because every day, we discover new ones. You will notice that the media never talk about it. We prefer to turn the eyes of Africans and the world towards wars and poverty. It’s a scam to the one who is awake. Have you ever been told about the extraordinary resource that is the vast Sahara desert? Have you ever been told about the immensity of fresh water resources beneath the African soil?
Countries like the USA, France, the United Kingdom, etc. are aware of this phenomenal wealth that constitutes Africa. are determined to maintain it in a position as a global reservoir and spillway.
Today there are task forces almost everywhere, responsible for studying and proposing solutions that will allow these nations to take control of the world’s resources, to ensure that whatever happens, their supplies will be assured.
What can Africa do? Africa is 54 tiny states torn between the World Bank, the IMF, the Paris Club, the London Club, arms sellers, mercenaries, Western media, etc. These States have not even had time to reconstruct their history, they are falling into globalization. What can the presidents of these states do? Either they obey or they are pushed aside. The room for maneuver exists, but very weak. The West was able to put in place a vast system to govern the world. And so far, no country has managed to hold on, except China. Look at Latin America and tell me which country is doing well? None. What do you think of Arab countries? None are truly independent, even Saudi Arabia.
Then, strategic defense: The state of decay of the armies is organized on purpose. You don’t colonize a region by leaving a strong army there. African armies have therefore been transformed into armies of internal repression rather than war or intelligent defense.
For what ? Because our nations need your armies to turn against your people to guarantee us access to wealth. States also cannot have access to military financing. Heads of State are afraid to finance the army because it can be turned around at any time and overthrow them.
Take for example the case of anti-defense

defense equipped with modern anti-aircraft missiles. Access was extremely restricted. This leaves the field open for Western reconnaissance planes to penetrate African territories in complete peace. And no country has access to satellites capable of providing information on the movements of people or aircraft.

In my opinion it won’t last long. Africans start by understanding the issues.
If African countries come together, and each agrees to give only 10% of its military budget to a center

defense, the continent can take a giant step forward. There are
Russia, Ukraine, China, India, hundreds of
very high level scientists who would agree to work for 3000 US dollars per month to deliver you sophisticated weapons manufactured on the continent and used for your defense. Don’t think I’m kidding. You should never be naive. If the survival of the West requires re-colonization of Africa and control of its vital natural resources, this will be done without hesitation. Don’t believe too much in
international law and the principles of peace, it is always the weak who cling to these chimeras.
I think it’s time to turn your officers into scientists who can do research and development. Your small states do not have the resource for this. You have been at war since your encounter with the West.
Finally, globalization: if you understand that you are at war, you understand everything. Don’t pay attention to everything that is said in the Western media. Namely, aid to underdeveloped countries, helping poor countries cope with globalization, etc. What interest do our countries have in seeing you developed? None.
You know, in my functions, there are realities that I cannot say, but I
I’ll tell you them.
Globalization is just the form
modern perpetuation of economic inequality. For

Some small countries are kept to be a consumption reservoir where all the products produced in the world will be dumped. And it’s not Africa alone.
For me, independence firstly means a certain degree of autonomy. But, when I see that countries like Senegal,
Mali, Niger, Chad and the Central African Republic import almost 45% of their own food from abroad, you will understand that a simple military embargo on deliveries of goods and services would be enough to wipe them out. Without forgetting military and monetary independence. But this does not happen suddenly!
To finish, I will tell you an anecdote: I was speaking with a Senegalese colonel who came to train with us a few months ago. We were watching on television
the images of millions of Lebanese marching in the streets to demand the withdrawal of Syrian soldiers from their country. I asked him what he thought about it.
He simply replied: “geopolitics”. Which is correct! Everything is geopolitics and geostrategy. In these demonstrations, Israel is impatient to do battle with Hezbollah and since Tel Aviv cannot wage war on the Palestinians, Hezbollah and Syria at the same time, its wish is that Damascus withdraws. Once Lebanon is exposed, Israel will have carte blanche to invade it and do what it wants.
All conflicts in the world are the expression of games and struggle for a specific resource.
What is certain is that Africa has progressed and Africans are increasingly aware of the need for unity, analysis and
anticipation.
History shows us that coexistence
between peoples has always been and always will be a relationship of
strength. The day you have your nuclear weapon like China and India, you will be able to calmly devote yourself to your development.
I am optimistic. Because, if tomorrow the African Union or ECOWAS decides to create a credible and reliable African Institute for Strategic Studies, it will not necessarily take off immediately, but it will mark the end of an era.
Africa must first unite. Then you will have to develop your way of seeing the world, an African way taking into account the interests of Africa. So the officials who will be there will have to stop copying and pasting. They will have to create tools and strategies specific to Africa. Before your foreign ministries make analyzes on the progress of the world, they had better do it first for your own “interest”.
